In the initial state (before adding child elements to the vertical and horizontal axes), the Layout Display Area of the Structure pane shows icons representing the vertical and horizontal axes without any child elements. Although no settings are required for the axes themselves, adding Column and Row Specifications or Loop Specifications beneath the axes is essential to designing the layout of the form.
